The notion of partnership is omnipresent in North/South international development cooperation. Although the term partnership implies equality between the partners, the Southern partner often depends financially (and to a certain extent discursively) on its Northern counterpart. As the paper argues, this leads to a relationship based upon unequal power relations, in which the Southern partner is often perceived to hold a subordinate position that must follow its Northern partner’s priorities and vision.
