This paper attempts to set forth foundations for a policy of social integration of persons with disabilities consisting of enabling them to have a job and a labour income. We examine mechanisms of subsidisation of workshops or firms potentially employing those persons, taking into account that, unlike the government or the subsidising agencies, those workshops or firms have profit as primary goal. So we nest the investigation within the Principal-Agent theory and meet questions like the type of handicap workshops or firms will favour, the consistency between social wishes and employers' private interest and the possibility of subsidies individualisation in order to make them job and person specific. Extension to other aspects of social integration, like autonomy in housing and leisure, is also briefly considered.
