Taking the Bologna Process as a case study, this chapter examines the manner in which global normative references are disseminated in the higher education (HE) sector in Africa and their future effects on the local HE landscape. It shows that African HE institutions are forced to undergo structural reforms, whose immediate effects are perhaps not as powerful as the effects on the long term with regard to the local HE landscape. They are placed in an asymmetrical relationship to global references and instruments and Western policy-shaping actors.
