The case study is the decision-making process which led to Jordan's decision to disengage from the West Bank (made public on July 31, 1988). The theoretical framework is based on rationalist, socio-cognitive-behaviorist and constructivist approaches to the analysis of foreign policy decision-making processes. Bridges are thrown between antithetic approaches: positivist-behaviorist-managerial vs. constructivist-reflexive-critical. A synthetic foreign policy decision-making model is built up. Important epistemological and methodological questions are tackled. Links between geopolitical analyses (Jordanian, Palestinian, and Zionist/Israeli geopolitics) and (Jordan's) foreign policy analysis are established. The thesis has also an important historical chapter about the Arab-Israeli conflict and the Israeli-Palestinian conflict in particular through the problematics of the Jordan-Palestine-Israel "triangle".
L'objet étudié est le processus décisionnel ayant mené à la décision annoncée par la Jordanie le 31 juillet 1988 de se désengager de Cisjordanie. Le cadre théorique puise dans les apports rationalistes, socio-cognitivo-behavioristes et constructivistes de l'étude de la prise de décision en politique étrangère. Des ponts sont ainsi jetés entre deux types d'approche antithétiques, l'une positiviste-behavioriste-managériale, l'autre constructiviste-réflexive-critique. Il en ressort un modèle décisionnel de synthèse pour l'analyse de la politique étrangère. D'importantes questions d'ordre épistémologique et méthodologique sont abordées. Des liens entre analyse géopolitique (géopolitiques jordaniennes, palestiniennes et sionistes/israéliennes) et analyse de la politique étrangère (jordanienne) sont établis. Enfin, la thèse comprend un important historique du conflit israélo-arabe et israélo-palestinien en particulier, à travers la problématique du "triangle" Jordanie-Palestine-Israël.
