The fog that still surrounds the right to participate in cultural life, despite its fundamental importance and its growing engagement in political discourse, reveals the necessity to clarify the sources, the content, and above all, the obligations and the legal guarantees involving the right to participate in cultural life. This article has three central objectives: to describe, explain and assess the legal regime of the right to participate in cultural life in international law without neglecting the ethical and philosophical issues it raises.
