In order to understand the industrial policy as the mean to accomplish the innovation-driven economic prosperity, the innovative structure of a country shall be understood. The industrial policy in this thesis will be analyzed in broadly-defined meaning, where the narrowly-defined industrial policy may be seen as only one dimension of the industrial strategy. We will call all measures that fall out of the scope of direct government’s interventions as the policy of indirect support for enterprises. The indirect support can be done throughout creating the innovative environment, providing financial support, establishing industries-friendly trade policy, and enforcing the global talent management of a country. We recognize the USA, the European Union and China as the technological leaders. Therefore, we will analyse the history of the development of the industrial policy for these regions, that could turn the economies of the proposed region into knowledge-based and innovation-based economies. Therefore, we will look at the industrial strategy implemented by these regions. And finally, the methods for improving the current industrial strategy of the Russian Federation will be investigated.
