The humanitarian convoy that in 2010 sought to break the siege imposed by Israel on the Gaza Strip, was channeled by many international actors and indirectly supported by Turkish government. The incident of the approach by the Israeli army of the Mavi- Marmara had important repercussions especially for Israel-Turkey relations, traditional allied countries. Through the theory of complex interdependence of Robert O. Keohane and Joseph S. Nye, a useful instrument of analysis of international relations, will be examined how, despite politic-diplomatic tensions, some areas of bilateral cooperation, due to this interdependence relationship, were not affected, since there are global threats and concerns that need to be brought to light in the context of the political tensions of the Middle East and the Israel-Palestine conflict. Other actors, such as an NGO in this case, can alter the foreign relations agenda.
